Book Sapiens characterizes Tacitus' history of Caractacus to be fiction.

Reading in Yuval Noah Harari's book Sapiens that The Roman historian Tacitus wrote the history of the Roman invasion of Scotland and that of Britain's ruler Caractacus as a made up story by Romans who wanted to characterize and critique roman society. This is allegedly what happened with the story of Jesus as well possibly. In Joseph Atwill's book Caesar's Messiah, he theorizes that Jesus was literature designed to quell a rebellion of Sicari against Roman Rule. One could look at the new testament as critique of old testament, but perhaps also as critique of Rome as well. Anyways I found this little nugget in Harari's book to be interesting.
